Code 12.6 ZRT Emission Model for a layer with Distinct Upper Boundary 

 This module computes the emissivity of a layer above a rough soil surface, using the I2EM model. The top boundary is assumed to be planar, but the lower boundary can be rough. Various parameters of each layer can be specified, such as the dielectric constant ϵ = ϵ' -j ϵ'', the parameters of the correlation function, and the single-scattering albedo, the extinction coefficient, and the depth of the vegetation layer. The ground surface roughness is constrained to ( rms height / correlation length ) ≤ 0.25.
